Operations Manual 101: Personnel Administration

The Operations Manual should set out an organization chart of the administration of the school. This section then lists the key administrative personnel in the organization, including, for example, the President, the Responsible Executive, and the Senior Educational Administrator, if applicable It should include the Chief Flying Instructor, the Assistant Chief Flying Instructor, if applicable, the aircraft maintenance manager, the Chief Groundschool Instructor, if applicable, and Flight Instructors.

Each position description should provide a statement concerning the overall goal of the position. It should also include responsibilities, including specification of any overall broad authorities. In the case of flight instructors, the rules pertaining to operational responsibilities and authorities should be clearly listed, obviously with priority to safety and safety rules. The amount of detail here is crucial since flight training activity is the core of the operation, as well as the locus of the company risks. Finally, this section should specify a qualification statement for each key position.
